5 Setting Up News as a Local Reader/Server
5.4 Creating the News manager account and identifier
In a typical setup, News relies on periodic batch jobs to add new items fed to
you by upstream sites to the local database, and to feed items to downstream
sites. These jobs need to run under an account which meets the following
criteria:

It must have full (REWD) access to all News files, either by ownership or
by possessing appropriate privileges (e.g. SysPrv).

It must have sufficient disk quota available to handle incoming batch and
mail files, outgoing spool files, and log files.

If you plan to use message ID caching (described above), it will also need
SysLck and SysGbl privileges.

It must have access to any incoming mail which must be added to the News
database (e.g. mailing list subscriptions which are gatewayed into local
newsgroups). This can be accomplished by subscribing this account to the
mailing lists, and sorting them into the proper newsgroups by searching for
the list name in message headers, or you can give this account access to the
mail folders of the accounts which are subscribed to the groups (this will
probably require privileges; the exact requirements depend on your local
configuration).

If you plan to feed other sites by DECnet copy, it will need proxy access
to the destination directories of downstream sites.
You may choose to perform these tasks under an existing account, or you may
choose to create an account specifically for News. Since News uses this
account only to run the periodic batch jobs, if you create a new account, you
may disable all access except batch mode. Throughout this manual, this account
is called the NewsMgr account.
You will also need to create a rights identifier which will be used by News to
determine whether a user is allowed to execute News management commands. This
identifier should be granted to all accounts who will perform management tasks,
including the account described above. A separate rights identifier is used,
rather than just checking the UIC identifier of the NewsMgr account, so that it
can be granted to a number of users.
